and yeah I did again I guess for the sake of the recording this is Sydney and Jessica from Voc Rehab Center disability services and we look forward to hearing you say in Spanish conversation college-bound services for the thank you for being here today thank you can you hear me okay great so thank you for having us I am Tiffany Kelly I am the sensor director for the Department of Human Services Division of Rehabilitation Services my title is sensory director and so basically anything within VR that is deaf or blind or deaf blind Services that's me and I have my wonderful teammate on here Jessica being wave and I'll let her introduce herself hello I'm Jessica I am the program director for deaf and blind services with Vocational Rehabilitation so Tiffany is my direct supervisor and I covered the VR aspect of sensory for for the state so and a little bit of background on on me I started as a counselor for the Blind and Knoxville that's where I live that's where I'm located and then worked as the supervisor for deaf and blind services in East Tennessee and now deaf and blind services or state my services thank you so we were we were planning to talk about you know planning what's next learning about resources for college-bound students with visual impairment as Rachel mentioned so first we're not going to share a PowerPoint one of the informal but of course if you need some information on a weekend will make sure our contacts are shared but really just thinking about Vocational Rehabilitation some people we still get asked what is vocational rehabilitation and so our purpose is to provide individualized services to assist person to have a disability to obtain successful employment based upon ability and informed choice we do strive to ensure equal access to Services technology Community Resources and employment and while all that while addressing in overcoming communication barriers I'm so we do have as we we do have a designated we do have a designated unit at within Vocational Rehabilitation to serve individuals you have Digital Mall and what is is we're just going to come into play and that we oversee those programs and so really thinking through it you know having our staff who truly understand what it means for someone with the vision loss to go through you know Secondary High School in to post-secondary high school and into employment and so really working with those individuals to really get a understanding for what barriers maybe in front of them that we can truly help to support the and provide this holistic approach to help that person be successful so really thinking through that you all may may or may not know they are we have a lot of different areas within our our our program so you to think of it like an umbrella you have Vocational Rehabilitation is the umbrella and underneath that you have pre-employment transition Services you have our business service does unit you have are blind and visually impaired services and you have our rehabilitation centers so really there's a whole lot that goes into Vocational Rehabilitation and it's not just a VR counselor we truly have my whole team approach so we will go into each one I'm so first I thinking through Grandpa meant transition Services I mentioned that when I mention blind Services I want to I want to add to the that encompasses several aspects in working with individuals with vision impairment or blindness so we have Independent Living Services and I have to put them the home and within the community we have business Enterprise program help individuals become entrepreneurs once they've gone through the training and they've been deemed that this is a good fit for them and they show interest in pursuing being an entrepreneur we have a council for the deaf deaf blind hearing and the reason I mention that is because sometimes individuals we serve who have Vision impairment also have a possibly a combination of hearing loss on top of that and so we do have a council that can help support those individuals who may have the combination of vision and hearing loss and of course I mentioned earlier of our counselors who specialize in working with individuals who are blind and visually impaired their employment goals Arby's as Service Unit I mentioned they really work employers and then I Rehabilitation Center as we have been within the communities but also we have the one in Smyrna that is more an educational model in helping individuals learn and grow through the education in in bat aspect to further their education and inserted service stations okay so one of the first things are going to talk about is the pre-employment and Friends services that we provide pre-employment transition Services sometimes people call them pre at but those are services available to any student with a disability ages 14 to 22 this can be students that are in a traditional school public school residential school homeschooled or other non-traditional secondary education settings this these services are really focused on meeting with the student and preparing them way before graduation so some of the things that we've noticed and working with students is you know a counselor will go into the school meet with them their senior year and they don't know what they want to do while they're high school students so I feel like most of us probably have very similar experiences said that they think they want to do something and then get into the college or or out you know transition out of high school into the next phase and enter truly unsure of what they really want to do so and example I have that is myself personally I was certain I was going to become a nurse and as you can see from this job I am not a nurse at all but it took me quite a while into college to realize that that wasn't a good fit for me I did not really have career-focused activities as far as expanding my horizons I just said nursing so everybody ran with nursing so I took some nursing Medical classes in high school it seems like a good fit but they were not a good fit so it wasn't until much later that I realized that so one of the benefits of our preit services is that we are meeting with them even younger at 14 to start talking about you may not know what you want to do right now but let's start exploring different courses let's start exploring different avenue so that you're more prepared once you transition transitioning from high-school to college or out high school life is is kind of stressful enough and so we're trying to really bridge that Gap with our transition services to help students on the front end so some of the ways that we do that are through we have five I say set services but really you know a lot of these Services I'm so sorry for my dog these Services really do and Compass a lot of things so the first one is job exploration that is just exploring the world of work and career choices a lot of students only know about jobs available to them that they have seen directly in their life what mom or dad does what grandparent does what any parent does that's that's what a lot of students are are really aware of and know the most about and it feels kind of you know comfortable to go that route depending on the job so this is a good opportunity for students to really find out about a whole different world of work I had no idea what VR was in high school I had no experience with that and that's where I am now so a good example of finding out about how different types of jobs in the world not just the ones that you know other immediately the second is work-based learning this is this could be both paid or not paid work experiences that students are part of sometimes there during work hours or I'm sorry sometimes or during school hours and sometimes there after school hours but it's a good opportunity to chat job shadow even and secretive what is that what is it that a nurse does everyday not what I wanted to do but I didn't know that at the time cuz I hadn't seen it so it it's really good opportunity for that exposure to say so it's not just the glamour getting to hang out with pets out of that it's cleaning up after the pets that about you make love your house pet at home but you may not want to go through the really hard part of working out of that and so opportunities to see what the job really is about workplace Readiness is just as it sounds it's an opportunity to prepare student to join the workplace this can be things like knowing how to take an appropriate break at work when you have an hour for lunch that's not 15 minutes leaving up to work up to lunch and then 15 minutes to get back after your hour it's your hour of lunch or 30 minutes clocking in and clocking out interpersonal skills knowing how to talk to peers and employers on so that's really preparing them for the workplace self-advocacy this is helping the students learn more about themselves the disability and how to so we one of the number one questions we have is do I tell them that I have a disability do I tell them that I need XYZ during the interview the really coaching an individual today how to disclose that in an appropriate Manner and a way that they're comfortable with doing that FedEx is post-secondary counseling and enrollment assistance this is exploring options for students seeking careers that require post Dairy education so this can include doing research to find out which college is the best fit for you and your grades your program that you're wanting to go into the financial aid which is a big peace knowing has apply for that and use that money appropriately if you're wanting to move for school how does that look how do I get there how do I travel around campus and then actually meeting with the school may be doing orientation and finding out if that's the right fit for you all of that information is again that 14 to 20 to focus and so one of my sure that you all are aware of that information because as as you may work with students or as you may be able to provide resources to students those or services that directly impact that individual whether they're going to work or the post-secondary field and so really leveraging knows pre-employment transition services are going to be important and key for that transition now if by chance they we gets their senior year and they didn't get referred that's okay we can receive referrals at any time and so really the main thing is making sure when we're preparing that individual to move on past high school and go into the secondary training and I'm making making sure we are helping that I'm supporting them in determining their career goals this is Jessica mentioned now it may change during the course of that and that's okay you know as long as that communication is bigger and we're working through it together as that's when it got to be what's important so really again helping them determine what career they want and that will help us decide what path did they need to follow from there and also you know we do have a lot of individuals and really for pre-employment transition services to be eligible we just have to have some sort of medical documentation and when I pee if they have any of those documents or even a 504 that's something that will take can and say okay we can provide these five services so keep that in mind as you're talkin with the students you work with or resources you may be working with who do work with students cuz that's going to be important to really know who can be referred and it's also important to make sure that that Vision piece is communicated so we've make sure they're with the right counselor in the right team for eligibility purposes and I E P meetings and things we don't go how much into that just because this is more college-bound a discussion but really thinking through what does that IP meeting to look like you know are we talkin about the career opportunities are we looking at services that can be provided post High School what do you think about eligibility for us like I mentioned to be eligible for pre-employment transition is one thing for those five services but to be eligible for the employment aspect of your counselor for a visual impairment or we do look at legal blindness would you look at 2050 and the best corrected 2050 so the distance visual Acuity of 25th so that's something to think about to if there is questions as to whether they are eligible or not or not that's not for you to have to determine go ahead and send them over to us and we will make that determination because there may be other factors involved you know maybe there 2050 or maybe their 2040 but then their peripheral vision has an impact so we look at the whole picture we're really look at the individual as you know what is it that they are dealing with an individual basis so we do have a few success stories that we want to share with you and we'll just talk through it we won't take too much of your time because we do want to go into some more information with you all about once we get walking through services so just did you want to share a one of the success stories and I can do that it's a brief story but it's really a good opportunity to discuss with individuals can about the what a college case may look like with VR and if you have any experience with that you know that sometimes there's changes sometimes things have and there is there's always the emphasis of being in a good open communication with your counselor so this specific has this individual had applied for a school to become a teacher and this individual was low vision and had always wanted to become a history teacher we did the evaluation which is a vocational evaluation when they apply for serve says to determine that that was a good fit for them they're appropriate fit for them we looked at their ACT scores we also looked at their Grace that they had in high school and everything lined up this individual was a good fit to become a history teacher so this individual started the program and things were going really well grades were fantastic and we noticed one semester that the grades had go down like a significant amount of noticeable amount that was not really really on brain for this person it wasn't really something that we had noticed with them before so and keeping communication communication had dropped a little bit so that was also a factor that we had noticed that something had changed and we weren't sure what that was so the council was able to reach out to them and found out that their sister had passed and. Was a very traumatic event obviously for this person and their family and they really wanted to get through the semester but you could see from the lack of communication you could see from the grades that they were really difficult time so we discussed it with them and they felt like the best thing for them was to take a semester off and we were in agreement with that that was not a problem at all so we put that on hold they went back the phone Master things started going really well for them again they were bringing their grades up a few months behind her and this individual had another life change and was going to become and this was unexpected and he did not expect to have but was super excited and we met with him and his family and they were very excited as well but we knew that there might be some delay is coming for for the school again worked with the student they were able to continue without taking any pauses and their program so this individual was able to really go through a few life Angels just in their college career I'm right out of high school and was able to graduate it was only delayed a little bit but they were able to get everything back in order we worked with them to make sure that was a possibility for them they graduated immediately got hired right after and has been working as a teacher ever since and so that was Bear we were proud to be with person and to see their success and have been able to keep in contact you to make sure that things were still going well once they were placed on the job and everything was so that's one of our success stories yeah and I want to emphasize something Jessica mention that's very important that communication piece is so important and making sure that we are staying on top of that that semester by semester you know progress and so the communication is very important in making sure the student and once they're in college it's their responsibility and are they are at that point what we would call in Dalton said they are responsible for maintaining packed and this person did have a great family support and said they were a part of that communication as well but we always went back to the the individual and make sure you know any decisions made were communicated and that was something that the individual greater I'm in when we do we noticed some when we start noticing gaps of communication or start noticing you know grades declining that that's kind of something for us to think okay what's going on especially if it's not typical so that's what I you know that communication Pace I really want to emphasize that because you never know what's going to happen throughout someone's Journey one of the things that you know is big is when you're working with the students who are preparing for that College College path that just having that conversation with them and reiterating that communication piece and really talking with them you know with that transition plan what is it that they are ultimate goal is but also you know for us when there's secondary when they're still high school really clamoring with the TV I in the school to make sure we are a part of those conversations because what we don't want is for that individual to graduate high school and we already been in communication you know maybe very little at that point maybe we got the referral during their senior year and so we had maybe a conversation to but then they graduate and then we don't hear from the really collaborating with that school vibrating with that TV I to make sure hey we are we're the team we're part of this team and we are going to help this person continue forward and so really keeping us in the loop I think is important to and it when I say ask the counselor pre-employment transition specialist again that communication is so important in ensuring success for that individual so I know we are focus more in this presentation on the college-bound individual and so we did one too just briefly hit on some services that we can assist with obviously everything has to be tied to employment and so employment services are really be caviar that's what we truly are emphasis is on but of course if someone wants to as this success story Jessica mentioned become a teacher to become a teacher at school is required and so she mentioned some assessments we can do assessments just did your guidance and counseling we can do the patient assessment evaluations really just focusing in on what is that individuals dolls Why is there a long-term goals you know right now we've had stories where we have individual say well I do want to be XYZ maybe it's a teacher maybe it's a nurse maybe it's whatever but right now I just need a job okay well that's fine let's let's talk about that but let's also talk about your long-term goals I want to help you get to where you want to be in the future we don't want to just focus on and settle for something right now although we understand that may be needed right now for that individual to be supported or support them so for the family But continuing that relationship and services through their long-term goals so I say all that to share also you know what services we provide guidance counseling that's where that's going to be a big part of their success that's going to come from the counselor the council will provide that guidance and counseling really working with the individual to find out what it is they need to be successful women should evaluations and assessments week provide those as well you know vocational valuations looking at their abilities looking at their interest things like that post-secondary education that's something that we look at on a case-by-case basis some services are based upon economic neat and so again we look at that on an individual basis but when it does come to post-secondary training we look at the individual what is their goals then how can we help them get there so for some it may be that you know we can support them through post-secondary training and it may be that we help with things like books in and and supplies or maybe you know we help them with maybe it's Transportation maybe it's making sure we are just there as a support system for them and helping them Advocate to the school what services they need connecting them with disability services girl look different we also assist with technology devices you know we going to do assessment to see what type of device they need to be successful in school and then we connect them with the I want to see what's available at the school to provide that to them or what resources are available to make sure they again are set up for success Mission technology Services we do have a T Center Center across the sky that will provide assessments and provide that resource if you will obviously information and referral that starts with you all so that's why we're talking to you today just really getting a conversation started employment obviously everything circles back to employment and so on the site work site assessment we can provide those to make sure we're working with the employer and that with the works had to make sure the individual set up for success as well I don't want to go too much into that because I know we're trying to focus on post-secondary training so that's kind of an overview of services we can provide again that communication is going to be very important and making sure we know every aspect of an individual needs to be successful we also sorry just go ahead now that's okay that's okay we like to share as if an individual does receive Social Security benefits then we do look at other eligibility a little bit differently and we also have a benefit specialist that we can help them work with to learn how later on and working will impact their benefits but that's just something that we offer that we think it's beneficial for those to receive their benefits and so those who do receive Social Security benefits again there l you may look a little different than others and if individuals are deemed eligible whether they receive Social Security or not then you know again Services may be provided as needed to achieve their personal employment goals okay so next we're going to talk a little bit about eligibility so who should apply for for VR Services individuals that are eligible disability that causes an impediment to their employment they are individuals that can benefit from our services to reach an appointment outcome and individuals that require VR services to prepare for obtain or keep employment so as Tiffany had mentioned about some of her eligibility pieces for vision 20/20 50 best corrected in the better I so there's some pieces to vision loss right there so many different forms of vision loss and the best the best piece for us is obtained that vision report to to really understand the limitations that the individual has so yes we absolutely benefit from getting an iup we benefit from knowing that information but really having a full report is helpful for us just to better understand their their vision and asking them directly about their Vision so we understand it when where is dusting them with post-secondary training and employment so obtaining that medical record is something that we do that's something that our counselors can request and our support stocking also gather that information but if someone doesn't have a recent report we can also send them for that evaluation so that we can obtain the most recent record to best serve them so in this capacity that the best first step is really reaching out to supervisor myself or Tiffany or the counselor in the area that's the best first step as far as eligibility and referral so if your students are looking for VR Services we can do a couple different things and that looks different based on the individual and if we're independent or not because of me of course I've changed a little bit and how we're working with customers so the best and most comfortable way as what we're trying to do so we can come to the school directly and meet with that individual and the team the rest of the team the teachers the councillors The Specialist they're asked if he had mentioned we want to do all this as a team best that's the best approach in our opinion so we can come to the school and complete that application to determine eligibility week and complete it over the telephone we can complete it over Zoom or a virtual platform so we're able to do not based on need I'm so once they meet with a counselor there they're always requested that they bring medical documentation if they have it but of course I just mentioned it they don't we can we can make that work we can schedule that appointment for them that's not a problem so they will fill out an application together and one of the reasons that we don't send an application home for an individual just to fill out there's several reasons one we really want to get to know that individual that's the best time to ask questions gather information to find out about what it is that persons interested in doing why are they reaching out to the ER in the first place and really developing that play some ship with the counselor II is there's a lot of jargon on there that's confusing for people it's confusing for us that time so we want to make sure that we trained in in these worms are able to ask these questions in a clear concise way that we can fill them out because it is a few pages and that's just the we have the best start in foundation for a VR case so we typically don't just send at home for someone fill out we do that together and that's just so we can start that relationship make sure all the information is filled out correctly and we can get it done pretty timely that way as well it takes some of the stress off of the individual so we have my people ask before I saw like to mention that that there is a reason we do it together and it is it about that relationship so once we gain those medical records and we review them for are eligibility we've then we'll generate an eligibility letter and that will be sent to the individual in the process of the application we do ask what form of communication are customers prefer so although so we will still likely mail that letter we can also send it large print we can Grill it and we can also email it if that's best to we have had individuals that have requested that we call them as well when we're sending a letter to review the letter with them on the phone that's totally fine to we can do that no problem alright so really thinking through that process you know once once they apply and they're deemed eligible that's when the council will start talking with them through developing and talking through that plan like what is our plan for VR this is what services does this individual need to be successful and we lay it all out in a plan it is not I know in high school they have an IEP in VR we have an IP and individual plan for employment and so that's going to outline all of the services this individual will need and of course it can change if things come up or if things change along the way we can amend it I'm really focusing on that be I'm kind of the driving document to help this individual receive services and so on the plan you're going to have vendors stuff for example if they are going to post-secondary education will have the school wall mirror you know maybe for pain if we are supporting with tuition or books and fees or a meal planner or what-have-you we will have those services on there with the vendor that is associated with the school and again all of that is going to be individualized based on the individual's need and so that's going to be discovered with the counselor and the individual and talk through that process but once that plan is signed then Services begin so that's really what's key is yes we have the application of eligibility the planned development are really the counselor being that we are working remote now they have really been able to get through those processes rather quickly and get us a customer into a plan to make sure their services are provided so once once that plan again is signed in and everyone's in agreement as to what is on it then we start sending referrals or start working with the individual to start school I'm a fat you know if that is on there looking at what is your schedule look like what is your semester look like you know talking to that and then continuing that follow up that that communication again is key I'm going to keep saying it once that goes to their first semester or second semester third we're going to have check-ins regularly we're talkin with the individual we're getting updates for getting progress reports regarding grades I'm really against staying in tune with the individual just like the success story Jessica mention before going and having a communication like we should be then really have honing in on any things that make him up or the counselor May deem as all this is off and I want to make sure everything is going well for this person so that's why it's very I've been involved in his conversations throughout one of the things we do have counselors across the state and I do have a little map that I can share if you want we have our counselors designated in certain areas of the state we have our state divided up into nine regions and so we have a counselor designated for every region to serve individuals who are blind or visually impaired and basically in a once we know someone is interested in Services we make that contact with that counselor they set up a time to meet with them and we move forward from there and so really working with you all working with the school working with the TV I and making sure we're setting this person up for success and continue in that communication afterwards one thing I did want to mention before we stop for questions I just want to make sure you were mine and Jessica's contact so I'll put it in the chat but we also have local offices you can contact me again specifying that the individual you are referring or the individual you're working with has a visual impairment and that way make sure that was the right counselor call Jessica did you when I didn't think before I question yeah I was just going to add a little piece of information that I should have mentioned it earlier. Just came to me in regards to the 10 documentation documentation documentation That We Gather when an individual that is with BR is in post-secondary training just to have an idea of the types of things that we gather on the running to be able to move forward with post-secondary training and I'm not going to go deep deep into policy I'm not going to go into that but just kind of an overview of the things that we do require every year or every semester so the first an acceptance letter into that school until that program that's very important that they apply it goes back to the Prius services that I was discussing the post-secondary guidance its guiding them into actually app time for that school and being accepted into it so we do gather the acceptance letter we do require that they apply for FAFSA and do have to apply for it and we get there student aid report and review that we have to get a copy of their schedule and we get that every semester and we do ask that has full-time status we get the account balance and we also do I get any kind of we do we do ask that they meet with the office of disability services some schools have an established office of disability services and smaller schools kind of contact but maybe not quite as large as a university or some State schools but we do ask if they make contact with them when they first start and so that way they have that relationship with them and they obtained in any type of accommodations that the school has on hand and they can go ahead and get those set up some schools have limited supplies in the in the accommodations that they have such as magnifiers or recorder so would you ask if they do that as soon as possible so they have that relationship and I can go ahead and request those documents. Documents accommodations lastly if it's if it's something that the office of disability services does not have we do look at our local allergy centers to see what other options we have and this is this is really important prior to the first day of school so we know that the customer is in the process and we are assisting them and getting what they need successful in that class so they're not requesting things a week or two late and saying oh I didn't ask for Jaws on my computer and I'm really struggling I need it especially when classes are switching to on virtual classes there's a lot of books that are just online now and so making sure that we get the audio version of those that's also an option so making sure that we're really spending that time with the individual right before school starts that way we know what they need and we can help get them prepared and have all the tools they need for success so I guess now we if you have any questions we have about 11 minutes sorry to take so much time but if we can answer some now and if no one has any questions now I know that I'm the type that always has questions after a presentation I always think of something later you can always email this just as well I think I muted Rachel can you hear me now so I can't full screen and stuff but thank you so much that you sure today also can't see the chat right now unfortunately so I don't know if anyone's added anything in but I again appreciate you guys taking your time today and I'm definitely one of those people who prayed about it and the facts so that you guys put your email as well if anyone does have questions feel free to ask now if not the closing code for today's session if you need a c b r e p credit is found open Coe college and if you didn't save the link for the certificates and eat it again feel free to shoot me an email and I can send that to you since I'm so sorry I can't put it back in the shower right now and someone did ask Cindy says I think I'm missing section.
